In 2013, CTTA established the Towing Regulatory Oversight Council (T-ROC) to serve as the definitive authority on towing regulatory matters in California.  Since this time, the T-ROC has worked relentlessly to provide thoughtful and balanced leadership on a wide variety of towing-related regulatory issues and is now regarded by governmental entities as a preeminent and unbiased panel of towing experts whose collective positions are based upon real data, science, engineering, and the in-depth experience of towing professionals.  The members of the T-ROC are now at the forefront of all major regulatory policy decisions made in California that may impact the towing industry.

CTTA accepts applications for T-ROC membership on an ongoing basis.  The T-ROC is thoughtfully comprised of 20 CTTA members that reflect the diversity of both California and the towing industry.  Each member shall have a minimum of 10-years’ towing experience and be a CTTA member in good standing.  At least 8 of the T-ROC members shall be non-Board Members.  Each member must be nominated by a 2/3’s vote of the CTTA Executive Committee and ultimately confirmed by a 2/3’s vote of the CTTA Board of Directors, which takes into account professionalism and industry experience, as well as a dedication to placing the needs of the towing industry above his or her own interests.  In order to ensure it is fair and balanced and reflects the entire industry, each T-ROC Member fills a specific designation based on their location in the North or South and their particular towing specialty.  The CTTA Board, pursuant to the CTTA Bylaws, elected Casey Horvath of Hamner Towing as VP and T-ROC Co-Chair from the South and Quinn Piening of Central Towing & Transport as VP and T-ROC Co-Chair from the North.  The CTTA Education Committee shall appoint the T-ROC’s Education representative and the United Coalition for Motor Club Safety (UCMCS) and the Official Police Garage Association of Los Angeles shall select their designated T-ROC representatives.

All counties including and south of the following counties shall be considered South: San Luis Obispo, Kern, Tulare, Inyo, and Mono.  All remaining counties shall be considered North (includes Kings, Fresno, Madera, Mariposa, and Tuolumne counties.)

As further background, T-ROC meets for two-day meetings 5 times per year in Sacramento, along with a number of impromptu conference calls and events.  At each of these meetings, the T-ROC members analyze timely high-level regulatory issues, including legislation, regulations, legal activity, the CHP Tow Service Agreement, agency policies, and other federal, state, and local regulatory matters.  Furthermore, at each meeting the T-ROC meets with a wide range of governmental agencies and industry partners, which have historically included the CHP, DMV, Assembly Transportation Committee staff, Personal Insurance Federation of California, and the California Lien Agents Association, amongst others.
