T-ROC Changes from the T-ROC Co-Chairs

Consistent with the Board’s efforts to review all aspects of the Association to ensure effectiveness, a T-ROC Review Subcommittee was formed to do a complete review of the Towing Regulatory Oversight Council (T-ROC) to determine if any revisions to its structure and processes were warranted to ensure the T-ROC is productive and efficient (it had not been reviewed in depth since its original formation in 2013).  The Subcommittee, comprised of all current and former T-ROC chairs that are still CTTA members, completed its review and made several recommended changes, which were ultimately unanimously adopted by the Executive Committee and will be taken to the CTTA Board for ratification.   These recommended changes include the following:

 

Number of members:

The number of T-ROC seats will be reduced to 12 (currently there are 20 available seats).

 

Voting Threshold:

The vote threshold required for substantive action will remain at three-fourths of the number of filled seats, with the additional requirement that no action can be taken without a minimum of eight votes.

 

Number of Meetings:

There will be 5 mandatory meetings per year, 3 of which will be in-person meetings, and 2 of which will be via Zoom.  There will be no hybrid options.  All meetings will be scheduled in advance at the beginning of each T-ROC term year and distributed/published no later than July 1 of each year.  The in-person meetings will be held at the CTTA office and will begin Thursday at 9:30 a.m. and go till 5:30, and then Friday from 8:00 a.m. to 2 pm.  The Zoom meetings will be on Thursdays, 9 a.m. to 12 p.m. (length may be adjusted to accommodate agenda).

For the upcoming year, the following meetings are scheduled:

  • Thursday, October 27-28, 2022 (In person)
  • Thursday, January 12-13, 2023 (in person)
  • Thursday, February 23, 2023 (Zoom)
  • Thursday, May 4, 2023 (Zoom)
  • Thursday, July 13-14, 2023 (In person)

 

Please note that this adjusted schedule will modify the currently scheduled T-ROC meetings on September 8-9th and December 1-2nd.

 

Meeting Length:

The in-person meetings remain at 1.5 days, while Zoom meetings can be done in one half-day (tentatively scheduled for three hours).

 

Terms:

There will be one-year terms, starting on October 1 of each year.  The Executive Committee shall begin the annual solicitation and selection process sufficiently in advance of October 1 so as to ensure members can be seated each October 1.  In the event new members are not selected, members whose term has otherwise expired shall hold over until their seat is filled by the EC.

Absences:

Each T-ROC member will be allowed one absence for any reason.  Upon a second absence, the member would be automatically removed, but they may appeal to the EC within 7 days for an excused absence.  The EC, upon a finding of extraordinary circumstances, can reinstate the person upon a two-thirds vote.  If the person is not reinstated, the EC shall select a replacement to fill the remainder of the term.  For example, vacations, graduations, and CHP inspections would not likely qualify as extraordinary circumstances.

 

Designations:

When selecting TROC Members the EC shall endeavor to achieve geographical diversity and diversity as to towing industry lines of business.  However, at a minimum the EC shall ensure that there is at least one member of the TROC that is a recognized industry leader in the following areas: 1) Motor Club; 2) Private Property; 3) Heavy duty;  4) Small fleet; and 5) Rural.

A small fleets representative (5 trucks or less) has yet to be selected.  The EC is still seeking qualified applicants and anyone who knows of an Industry Leader in this category should promptly notify the EC.

 

For those that were not selected to serve on the 2022-23 T-ROC, CTTA once again thanks these members for their dedicated service to CTTA and commitment to bettering the tow industry and encourages each to file a T-ROC application for next year’s T-ROC, which will be appointed annually each October.
